That is usually a humidity problem rather than a cooling capacity problem. Delaware summers push a lot of moisture into a house, and a system that is oversized cools the air fast then shuts off before it has pulled water out of it. Leaky return ducts in a vented crawlspace make it worse by drawing damp air straight into the system. Note when the trouble started and whether it happens all day or only in the afternoon heat. If you have changed the filter or reset a breaker recently, mention it. Keep pets somewhere separate.

Get everyone out of the house first, then call 911 or your gas utility from outside. Do not flip switches, do not touch the thermostat and do not go back in until they clear it.
